Notice is hereby given by the Town of Osborn, Outagamie County, Wisconsin, that it will receive bids until 4:00 pm on the 10th day of July, 2026. Sealed Bids can be mailed to Darlene Schultz, Clerk at the Town of Osborn, N6362 Ballard Road, Seymour, WI 54165. Bids will be publicly opened and read on July 13th, 2026 at 6:30 pm, Osborn Town Hall, W3389 Cnty Rd EE, Seymour, WI.
Town specs require MS Hot Asphalt applied at 350 degrees. Consisting of 95% PG 58-28 asphalt cement blended with 5% Petroleum distillate.
* Resurfacing all sections approved by the town with PG 58-28 Cut Back Liquid Asphalt heated to 350 degrees and applied in a single pass up to 24ft. width.
* Cover aggregate to consist of 100% fractured black granite stone (No grey or dark grey stone accepted) and applied in one-pass up to 24ft. width.
* Contractor to provide cold mix pot-hole patching prior to seal coat application. Contractor will provide a truck that contains cold mix patch material including an operator to fill any potholes/voids necessary prior to the chip seal process.
* Aggregate to be compacted with a duo-packer consisting of both rubber and steel.
